They lure masses of players in and expose them to cash shop goodies that they can purchase so they 'look super rad shiney' like all the other fools that pay for cosmetic crap.

That's a bit more extensive - you can play the entire base game (including things like dungeons) and reach the maximum level, but you have no access to expansion or living world (DLC) maps, which at this point is about 1/2 the game, or masteries and the things they unlock.
There's also a bunch of restrictions which are mainly aimed at stopping people using free accounts for trolling, gold selling or farming but which also work to encourage free players to buy the game. For example they don't get login rewards and can't trade most items with other players. Oh and they can't talk in map (zone) chat.
I think it could be a good idea for ZOS to set something like that up. I know quite a few people who don't bother with the existing free trials because it takes too long to download the game, or it's never at a time when they can play much. But it would need careful planning to make sure it couldn't be abused and didn't give trolls and easy way to make trouble without worrying about the account getting banned.

Elder Scrolls Online is going free all week on PlayStation 4, Xbox One, and PC, publisher Bethesda has announced. The full base game is playable without charge from 7 AM PT / 10 AM ET / 3PM BST on April 11 all the way through April 18.
In addition to the full Tamriel Unlimited game, players will receive 500 free Crowns, the in-game currency that can be spent on cosmetic upgrades, new pets, and more.
